Elizabeth “Brooks” Savage practices workers compensation defense and construction litigation defense in the firm’s Raleigh, North Carolina office.  With her background in business law, public health, and healthcare, she approaches workers compensation matters with a practical perspective—she holds a Master of Science in Public Health and, prior to law school, provided patient care as a Certified Nurse Assistant.  Additionally, Brooks has experience in construction-related matters, including contractor licensing, public contracting, and warranty claims, and her targeted experience in the disaster recovery industry uniquely positions her to advise clients engaged in disaster rebuilding.

Brooks previously served the State of NC as an Assistant General Counsel for two state agencies, the NC Department of Public Safety and the NC Office of State Budget and Management—she focused her practice with the State on emergency management and long-term disaster recovery.  Prior to her roles with the State, Brooks worked with Legal Aid of North Carolina’s Disaster Relief Project, as a W. C. Dawson Fellow and Staff Attorney, where she represented clients in administrative appeals involving the Federal Emergency Management Agency (FEMA) and state recovery programs, as well as State-based contractor fraud claims.  Brooks also represented businesses in a variety of civil matters, including business formation and brand protection, during her time as an Associate Attorney with Matheson and Associates, PLLC.

Brooks received her Juris Doctor (JD) from Campbell University Norman Adrian Wiggins School of Law, Master of Science in Public Health (MSPH) from Campbell University College of Pharmacy and Health Science, and Bachelor of Science (BS) in Exercise Physiology from East Carolina University College of Health and Human Performance.

Brooks is active in the American Bar Association (ABA) and North Carolina Bar Association (NCBA).  She is an ABA Young Lawyers Division (YLD) Disaster Legal Services (DLS) Program member where she leads DLS implementations across the Nation with FEMA, helping with disaster and humanitarian relief.  At the state level, Brooks Co-Chairs the NCBA Construction Law Section Pro Bono Committee, Co-chairs the NCBA YLD DLS Committee, Co-chairs the NCBA YLD Diversity, Equity, Inclusion & Belonging Committee, is the ABA YLD District-9 Representative for the NCBA YLD, is a North Carolina Bar Foundation Open Door Fellowship Committee Member, and is a volunteer for the NC Lawyers for Entrepreneurs Assistance and 4ALL Lawyers-on-Call Programs.

In recognition of her service and contributions to the State of NC and disaster survivors of Hurricane Helene, Brooks received the 2025 Charles F. Blanchard Young Lawyer of the Year Award, the 2025 NCBA Younger Lawyer Pro Bono Service Award, and a 2024 ABA Star of the Quarter Award.  Brooks is also a past recipient of the North Carolina State Bar’s Student Pro Bono Award.
