Brooks Savage practices workers’ compensation defense and general civil litigation in the firm’s Raleigh, North Carolina office. Brooks has a penchant for adventure and variety, and has developed practice experience in multiple legal areas and niche industries, including: contracts and leases, business, trademark and brand protection, risk management, public governance and compliance, public records, land use and zoning, public health, disaster relief and emergency response, construction (incl. general and independent contracting), unfair and deceptive trade practices, disability rights (incl. service animals and ESAs), fair housing, landlord-tenant, and workers’ compensation.

Brooks previously served the State of NC as an Assistant General Counsel for two state agencies, the NC Department of Public Safety and the NC Office of State Budget and Management, a subdivision of the Office of the Governor—she focused her practice with the State on emergency management and long-term disaster recovery.  Her experience with the construction and disaster recovery industries uniquely positions her to advise clients engaged in disaster rebuilding, recovery program development and compliance, public-private partnerships, and public contracting.  She has represented clients before numerous administrative agencies, including Federal Emergency Management Agency (FEMA), and has personally advised both national and state recovery programs.  Brooks has also led response implementations across the Nation, helping with disaster and humanitarian relief for the ABA Young Lawyers Division (YLD) Disaster Legal Services (DLS) Program.  In recognition of her service and contributions to the State of NC and disaster survivors of Hurricane Helene, Brooks received the 2025 Charles F. Blanchard Young Lawyer of the Year Award, the 2025 NCBA Younger Lawyer Pro Bono Service Award, and a 2024 ABA Star of the Quarter Award.  Brooks is also a past recipient of the North Carolina State Bar’s Student Pro Bono Award.

Prior to her roles with the State, Brooks worked in private practice where she represented businesses in a variety of civil matters, including contract review and drafting, business formation, and brand protection.  She notably represented clients before the United States Patent and Trademark Office (USPTO) and Trademark Trial and Appeal Board (TTAB) at all levels of the trademark lifecycle, including clearance searches, eligibility opinions, registrations, oppositions, appeals, and infringement enforcement.

Brooks received her Juris Doctor (JD) from Campbell University Norman Adrian Wiggins School of Law, Master of Science in Public Health (MSPH) from Campbell University College of Pharmacy and Health Science, and Bachelor of Science (BS) in Exercise Physiology from East Carolina University College of Health and Human Performance.

If she’s not in the office, you’ll likely find Brooks spending time outdoors—whether road cycling, motorcycling, or horseback riding—and during hockey season, as a Raleigh resident and avid Canes fan, she’s cheering on her home team, the Carolina Hurricanes.
